BALLOT MEASURE SUMMARY


This citizen initiative proposes changing Colorado Revised Statutes. It would create a peace officer training and support fund to assist in recruiting, training, and supporting peace officers and their families; provide a death benefit of one million dollars to the surviving family of a peace officer killed in the line of duty; appropriate $350 million from the General Fund to municipal and county law enforcement agencies to increase pay; provide hiring, retention, or merit bonuses to attract, retain, and reward exceptional law enforcement officials; and hire additional police and law enforcement officials.




BACKGROUND

The  intent of this measure is to address the increase in crime, particularly violent crime, in Colorado.

It also wants the General Assembly to provide more support to peace officers and their families to assist in recruitment and retention of quality personnel.

Prop 130 would increase state funding to local governments, which then would pass it on to local law enforcement agencies. It would require the state to set aside $350 million for the Department of Public Safety, plus an estimated $4 million per year to surviving families of peace officers killed in the line of duty. This would require cuts in other state programs.

There is no time limit on expending the $350 million; once the fund is expended, the additional money for law enforcement would end, and the General Assembly would need to allocate more money for the death benefit.




LEAGUE POSITION


The League supports a criminal justice system that is just, effective, equitable, transparent and that fosters public trust at all stages, including policing practices that promote safety for both law enforcement officers and the communities they serve. The League also supports adequate and flexible funding of state government programs through an equitable tax system that is progressive and incorporates social, environmental, and economic goals. (

RATIONALE FOR STANCE

The League is certainly in support of best practices in law enforcement; however, there are no dollars in the General Fund to support this measure.

This measure would require cutting other state programs, likely including education, making it less likely that Colorado’s government would be adequately funded.
