BALLOT MEASURE SUMMARY
The measure would allow the state to keep and spend all revenue from the existing sports betting tax, including revenue in excess of the $29 million approved by the voters in 2019. It would keep the already voter-approved tax rate (10%) on all revenue from sports betting in Colorado to date and in the future. Finally, it would increase the funding for water conservation and protection projects. The legislature referred this proposed statutory change to the ballot with HB24-1436.
BACKGROUND
Sports betting was approved by the voters in Proposition DD at the November 2019 election.
TABOR required an amount of tax revenue to be approved in the ballot wording, but the actual collections have exceeded the estimate of $29 million. Sports betting became legal in May 2020, both onsite at casinos in Colorado’s three gaming towns and online through licensed operators.
Revenue from the tax on betting is intended to go to water conservation and protection projects.
